Kokkuri-san
Shigaraki had a crush on Kokkuri when he turned into his girl form but he did not have relationship with her.
Kohina Ichimatsu
Shigaraki seems to care for Kohina as he is shown to protect Kohina from a demon that tried to eat her in the manga. Also in the manga, it was shown that Shigaraki was the one that kept Kohina in the underworld for Kokkuri-san to continue to take care of her. It was also shown that Shigaraki went along with Kohina's wish and teamed up with Inugami to form an idol duo on order to win idol competition which grand prize was a ton of cup noodles.
